Industrial actives TGC-11 are in territory of Western Siberia (Tomsk and Omsk areas) described a high level of industrial development, high population density and the developed infrastructure.In regions of presence of the Company the intensification of economic activity, strengthening of industrial production and high rates of construction of habitation is observed.

According to division of territory of Russia into power systems actives of the Company enter into the incorporated power system of Siberia (further OES Siberia).During last years OES Siberia has shown stable growth of economy and consumption of energy.

The Omsk area is located in south-east part of West-Siberian plain and borders on the Tyumen, Tomsk, Novosibirsk areas and republic Kazakhstan in the south. Territory is 141,1 thousand square km, the population is about 2,1 million person including 1 million living in Omsk.

Up to 90 % of industrial potential of area is concentrated in the regional center. Growth of need for thermal energy causes growth of housing construction in the city of Omsk and industrial production.

Features Omsk power system:

development of the combined way of manufacture electric and thermal energy on Omsk thermal power stations;
deficiency of capacity and the electric power is about 30 % - from the general power consumption of region;

Usage of ekibastuz coal imported for Russia which share in structure of fuel balance of a power supply system reaches up to 60 %.

The Tomsk area is located in southeast part of West-Siberian plain and borders on the Tyumen, Omsk, Novosibirsk, Kemerovo areas, Krasnoyarsk region and Hunts-Mansi autonomous region.Territory is 316,9 thousand square km, the population is about 1 million person, including nearby 0,5 million person living in Tomsk.

Basis of economy of Tomsk area is extraction, export and processing of hydrocarbonic raw material, the chemical industry, mechanical engineering and nonferrous metallurgy.Structure of the industry of Tomsk area is formed by about 200 large and average enterprises.

Features Tomsk power system:

orientation to manufacture of heat;
50 % of the electric power are bought on OREM.

According to forecasts of the Russian Open Society "United Power Systems" and the Ministry of the industry and power of Russia (further - "Minpromenergo"), the power cosumption in OES Siberia will continue to grow the accelerated rates.The increase in capacities and housing construction create opportunities of growth for the attached thermal loading.In long-term prospect for the period 2007 - 2011 the mid-annual gain of a power consumption in OES Siberia, by estimations of the RAO "UES", is expected at a level of 4,9 % at a base variant and 6,8 % at the maximal variant.

Position in the market and a competition.

TGC-11 occupies a leading position in territory of Omsk and Tomsk areas on manufacture electric and thermal energy.

Territory of presence of generating actives TGC-11 are shortage of power and a part of needs for the electric power is satisfied due to purchase of energy on OREM (about 30 %) from holiday.

The market of thermal energy is the local market, therefore market position TGC-11 is more correct for considering within the limits of separate regions. Now TGC-11 operates in conditions of historically developed markets of heat which are characterized:

a significant share of the centralized heat supply (CHS);
presence at of some consumers of own sources of a heat supply;

TGC-11 is the major supplier of heat in the regional centers, and as a whole on regions of operational activity the share of the Company in deliveries of thermal energy on results of 9 months 2007 makes 43 %. Besides power stations and boiler-houses of the company in the thermal market of regions there are sources of the centralized heat supply (municipal, departmental, private boiler-houses), and also own generating capacities of the large industrial enterprises, modern mini-boiler-houses and GTY-thermal power station.
